Golf cart street rules in Griffin and Spalding County

For an ordinary owner, a golf cart becomes street-legal in Georgia only where a local government has said so (the statute’s one carve-out is for large commercial delivery companies in residential subdivisions). The state statute, O.C.G.A. 40-6-331, lets a city or county designate public streets for personal transportation vehicles (PTVs) and set the conditions. Griffin has done that for city roads posted 35 mph or less, with registration through the Griffin Police Department. Spalding County has done it for streets and paved paths inside certain residential zoning districts, which is the rulebook for Sun City Peachtree. Outside those two, you need to check the local code before driving on a public street.

One caution about currency: the Georgia statute text quoted below is from the most recent code editions that could be read (2022 to 2024), and a July 2026 report from Barnesville said cities around the state were revising cart rules after a change in state law. That change could not be identified here, so confirm current rules with the city or county before relying on any detail.

The same statute lets a local government require local registration “at least once every five years for a fee not to exceed $15.00,” requires a local government that allows PTVs to post warning signs at least 24 by 30 inches on each state highway where it enters the city or county, and lets PTVs cross a state highway only at a crossing built and signed for that purpose (warning sign W11-11). A low-speed vehicle (LSV) is a different class: O.C.G.A. 40-1-1(25.1) defines it as topping out above 20 mph but not above 25 mph, built or converted to the federal standard at 49 C.F.R. 571.500, and O.C.G.A. 40-6-362 limits it to roads posted 35 mph or less.

Griffin: Code of Griffin, Chapter 90, Article XI

Griffin’s current PTV article was adopted as Ordinance 22-05 on July 12, 2022, replacing a 2016 version. The Griffin Daily News reported on July 19, 2022 that the city had released its cart road map and that registration would open on Tuesday, July 26 at the Griffin Police Department.

Registration (Sec. 90-213). Register with the Griffin Police Department within ten business days of buying the cart or first driving it on a public road. The city records the make, model, serial or identification number, your contact details, and your driver’s license number, and issues two numbered decals for the sides of the cart. Renewal runs January 1 to April 1 each year. The fee is $15, or $7.50 if you first register after July 1. The registration form lists cash or money order as the payment methods.

Where (Sec. 90-214). City roads posted 35 mph or less. Not sidewalks. Not federal or state highways, whatever the posted limit, unless the Georgia Department of Transportation has designated the route for carts. You may cross a road where carts are not allowed only at a crossing the city has designated and signalized; crossings on the state highway system are designated by GDOT.

Lights (Sec. 90-214(h)). Head lamps and tail lamps on at all times on public roads. Without turn signals, the driver uses hand and arm signals.

Equipment (Sec. 90-217). Brakes sufficient for the weight and passengers, including a parking brake; a reverse warning device; a main power switch (if it uses a key, the key comes out only in the off position); head lamps; reflex reflectors on the front, rear, and sides; tail lamps; a horn; a rearview mirror; safety warning labels; and hip restraints and hand holds. The owner must keep all of it in working order. Sec. 90-214(i) also requires a clear view to the rear from the driver’s seat.

Driver and passengers. A valid driver’s license, carried at all times (Sec. 90-214(g) and 90-218). An instructional permit counts only with a licensed person at least 21 years old in the seat beside the driver. One person per designated seat, everyone seated, and open container laws apply.

Insurance (Sec. 90-219). Liability coverage in at least the amount required for a full-size motor vehicle in Georgia, with proof in the cart.

Gas carts (Sec. 90-216). The exhaust must be complete, securely fastened, and in good working order, emission controls may not be removed, and the cart must be incapable of backfiring or making loud noises.

Penalties (Sec. 90-221). Owner fines up to $250 for a first offense, $500 for a second within a year, and $1,000 for a third, with the registration revoked and a two-year bar.

Griffin’s designated cart crossings and prohibited streets

The city’s PTV brochure lists seven approved crossings:

The same brochure lists state routes where carts are prohibited: SR 16 (Hwy 16 W, W Taylor St, Memorial Dr, Arthur K Bolton Pkwy); SR 155, US Business 19/41, and SR 3 (Zebulon Rd, S Hill St, N Hill St from Solomon to E Broadway, E Broadway St, Jackson Rd); US 19/41 (N Expressway, Martin Luther King Jr Pkwy); and SR 92 (W McIntosh Rd). The brochure says that list is not exhaustive, so any road posted above 35 mph is also off limits.

Spalding County and Sun City Peachtree: Sec. 7-1013

Sun City Peachtree’s address is Griffin, but the U.S. Census Bureau geocoder places 500 Del Webb Boulevard in unincorporated Spalding County, outside any city. That makes Spalding County Code Sec. 7-1013, “Authorization for motorized carts,” the rule that matters there. It was adopted in 2008 (Ord. No. 2007-22) and amended in 2014.

  • Where. The county found that streets and paved recreation paths inside its active adult residential, village node, and planned development residential zoning districts can safely carry motorized carts, electric bicycles, and low-speed vehicles. Carts should use a recreation path where one is accessible and the street only when it is not.
  • Not on Jordan Hill Road or Highway 155. Sec. 7-1013(4)(f): carts and low-speed vehicles may not be operated on Georgia Highway 155 or Jordan Hill Road except at designated crossings.
  • Registration. With the Spalding County Tax Commissioner within ten business days of purchase or 90 days of becoming a county resident, with a fee the code lists as $25 a year, due by January 31, and a $50 fine for late registration. Note that O.C.G.A. 40-6-331 as quoted above caps local PTV registration fees at $15, so confirm the current fee and process with the Tax Commissioner. Two numbered decals go on the sides. Nobody under 18 may register a cart.
  • Drivers. Over 16 with a valid driver’s license, or a 15-year-old with an instructional permit accompanied in the front seat by a licensed driver over 21.
  • Lights. Daylight only, unless the cart has working headlights and taillights.
  • Paths. Registered electric golf carts may use paved recreation paths. Gas-powered golf carts and unregistered carts may not. Golf carts on the paths need a warning device such as a horn or bell.
  • Seating. Driver and passengers stay seated; nobody rides on the driver’s lap.
  • Penalties. Against the registered owner: at least $250 for a first offense, at least $500 for a second, and $1,000 plus revocation for a third within a year.

Sec. 7-1014 sets a 25 mph speed limit in county subdivisions and lists Sun City Peachtree by name. The community’s residents’ website adds its own rules: drivers need a valid Georgia driver’s license and follow the same rules of the road as cars, and carts are not allowed on the golf course cart trails or the walking paths.

What this page cannot tell you is which zoning district your particular street sits in. If you are unsure whether your street is covered, ask Spalding County before driving on it.

Nearby towns

No golf cart or PTV ordinance turned up in a search of the Hampton or Locust Grove codes of ordinances, and Zebulon’s code could not be searched through Municode. That is not the same as a ban or a permission; ask the city. Barnesville was drafting an ordinance in 2026: the council tabled it in July with a plan to adopt one by August 3, and the outcome could not be confirmed.
